Governor's Instructions.

The tables which are appended hereto seem to render unnecessary

any detailed examination of the sections of the Ordinance in the body

of the report, but it may be of some use to draw attention here to

certain general considerations.

3. The consolidation of the Deportation Ordinances was undertaken

in accordance with the instructions of the Secretary of State in his

despatch of the 26th February, 1917.
